## Issue credential

Issuers use this flow to create a credential for a holder.

### Steps

1. Define the claim set.
2. Bind the credential to the intended holder.
3. Issue the credential through the supported issuer flow.
4. Deliver the credential securely.
5. Confirm the holder can access it.

* Define clear claim semantics.
* Avoid unnecessary personal data.
